Board Of Directors

The Board of Directors (Trustees) and Officers of the Foundation are:

Greg Dickson
President/Chairman of the Board/Director

Greg Dickson is a former partner in a Certified Public Accounting firm in the State of Colorado and has worked in public accounting and financial management serving non-profit organizations for nearly three decades.

Mr. Dickson’s public accounting career began in Seattle with a large firm, which gave him a broad base of experience serving non-profit, insurance, manufacturing and wholesale clients, professional practices, and in estate planning and taxation matters. Mr. Dickson then accepted a position with a local firm in the Seattle area, and within one year he was offered ownership in the firm. After a twelve-year absence from his home state of Colorado, Mr. Dickson sold his practice in Washington and returned to Denver in 1997, joining the firm Heider, Tanner & Dirks, Inc. During his tenure at Heider, Tanner & Dirks, Mr. Dickson’s practice focused on non-profit organizations, serving as auditor and consultant for more than 60 non-profit organizations throughout Colorado.

In 2009, Mr. Dickson “retired” from Heider, Tanner & Dirks, and now focuses on three areas important to him: (1) applying his considerable experience to assist small non-profits in day-to-day accounting needs; (2) helping small to mid-size non-profits establish solid financial accounting and management practices; and (3) providing financial analysis and consulting services to large non-profits and performing arts groups.

Mr. Dickson is a member of the American Institute of CPAs and the Colorado Society of CPAs and holds a Chartered Global Management Accountant (CGMA) designation.

Mr. John C. Baker
Vice President/Director

Financial Advisor John Baker is currently a Vice President with the Inverness Group at Morgan Stanley in Greenwood Village, Colorado. He received his bachelor’s degree from Utah State University and brings over 40 years of industry experience to the Inverness Group.

John assists clients with portfolio construction, investment advice and financial planning. He began his career at Reynolds Securities Inc. in 1974 after a six-year tour in the United States Air Force. John remained in the Air Force Reserves and retired as a Lieutenant Colonel.

John holds his Series 7, 3, 63, 65 and Life and Health Insurance licenses.

John is very active in the local community. He is President of the Manor Ridge Homeowners Association. In his free time, John enjoys spending time with his family, hunting, and watching sports.

Deborah Dawson-Thomas
Director

Deborah is a native of Colorado and grew up on two college campuses, Colorado Woman’s College, and The University of Redlands, where her Father was President. She attended The Denver Public Schools through the seventh grade and completed high school early. Deborah spent her first semester of college traveling around the world on the floating campus, Semester at Sea. She later attended Colorado College, the University of Northern Colorado, and earned her master’s degree in counseling and College Student Personnel Administration from the University of Colorado.

She has worked for the National Park Service’s Ranger and Naturalist Division, and in early childhood education. She demonstrated great passion in working for 37 years as an Educational and Social Emotional Counselor for a local non-profit supporting Denver Public Schools by providing wrap-around services for students and families, who were primarily low-income and students of color. Deborah values education, children and youth, integrity, diversity equity and inclusion, and accountability.

Deborah is an avid outdoor enthusiast and enjoys spending time with her family and friends.

Rosmina Garcia
Executive Director/Secretary/Ex-Officio Director

Rosmina is a native of Denver, Colorado. She began her time with the Burt Foundation in 2010 as an intern. Over the last nine years, Rosmina has been an intern, Director and now Executive Director of the Foundation. She graduated with her undergraduate degree in Human Services – Mental Health Counseling from Metropolitan State University of Denver in 2016. Since graduating, Rosmina has worked in nonprofit community mental health centers and in higher education. Her passion for helping others and changing the world shine through her extensive community involvement.

Dr. Margaret Fomer
Director

Margaret Fomer, PhD was the Executive Director of a nonprofit organization. She has served and presently serves on committees and boards of nonprofits, foundations and universities primarily in the areas of education, children and youth and human services organizations.

Marc Morgan
Director

Marc Morgan is grounded in the belief that community-centered solutions and collective care are essential to justice and well-being. He currently serves as the Community Organizing for Prevention Manager at the Colorado Department of Public Health and Environment, where he provides strategic oversight and guidance for substance abuse prevention efforts across the state. In this role, he partners with local communities to implement evidence-based, equity-driven prevention strategies that reflect the unique strengths and needs of each place. His work includes ensuring fidelity to the Communities That Care model, aligning strategies with risk and protective factors, and supporting evaluation efforts that inform and improve long-term impact.

Before joining CDPHE, Marc held senior leadership positions focused on youth development, education equity, and national service. As Director of Programs at Denver Kids, Inc., and Managing Director of Program, Service, Operations, and Recruitment for City Year Denver, he led complex systems of support for young people, staff, and service members. Earlier in his career, Marc served as National Director of Secondary School Initiatives at City Year Headquarters, where he helped design and scale the Whole School Whole Child model to drive academic and social-emotional growth in middle and high schools.

Marc holds a B.A. in Sociology and a B.S. in Administration of Justice, with a minor in Information Systems and Statistical Analysis, from Penn State University. He is a Certified Public Health professional. He was named an Emerging Leader for Service Learning by the W.K. Kellogg Foundation, and has served on several boards and advisory groups including the City of Aurora’s Commission on Youth, the Montana Education Partnership, CASEL’s National Practitioner Advisory Group, and the Get Smart Schools Aspiring Leaders Fellowship.

Marc is honored to bring his lived experience, strategic lens, and deep care for people and place to the Burt Foundation Board. He believes in the power of philanthropy to elevate community voice, challenge structural inequities, and invest in healing, transformation, and imagination.

Jed Ziegenhagen
Treasurer/Director

Jed Ziegenhagen has spent his entire professional career as an administrator for the State of Colorado’s Department of Health Care Policy and Financing. His work has been centered on Health First Colorado, Colorado’s Medicaid program, including previously serving as Deputy Medicaid Director. In his more than 20 years of state service he has served in a variety of notable roles in addition to that one. Mr. Ziegenhagen was the first person to serve as the Director of the Office of Community Living, established by state Executive Order to promote policy change leading to increased independence for people with disabilities. Mr. Ziegenhagen was also the inaugural manager of the Department’s Data Section, which consolidated the Department’s analytical staff, leading to increases in data driven policy making and decision making. A good deal of Mr. Ziegenhagen’s state career has been in health care finance. He served as the manager of the Department’s Rates Section, and subsequent to that as the Director of the Rates and Analysis Division. He is currently leading the Department’s value-based purchasing model for physician services.

Besides his service on the Burt Foundation board, Mr. Ziegenhagen actively volunteers in his community. He serves as member and treasurer of the board of the Atlantis Community, Inc, which is the federal and state designated independent living center for metropolitan Denver. Mr. Ziegenhagen is proud of his affiliation with Atlantis, which has a rich history of advocacy and which has a track record of success in supporting people with disabilities in gaining autonomy and control over their own lives. Previously Mr. Ziegenhagen was a board member of the National Association of States United for Aging and Disabilities as well as Colorado’s Center for Improving Value in Health Care.

Many years ago, prior to state service, Mr. Ziegenhagen provided hands on direct care to individuals with intellectual and developmental disabilities. Mr. Ziegenhagen credits this work as instrumental in kindling his passion for the field of health and human services.
